US Pushes BITCOIN Act: Michael Saylor and Tom Lee Join Congressional Roundtable

US lawmakers are set to host a roundtable with 18 top crypto industry leaders, including Michael Saylor — Executive Chairman of MicroStrategy — and Tom Lee — CEO of BitMine and founder of Fundstrat. The discussion will center on advancing the BITCOIN Act, a landmark proposal that could shape the future of digital assets in the United States.

What's in the BITCOIN Act

The BITCOIN Act, introduced by Senator Cynthia Lummis, calls on the US government to purchase 1 million Bitcoin over the next five years to establish a Strategic Bitcoin Reserve. The move is widely seen as historic, positioning Bitcoin alongside gold as part of the nation's strategic reserves.

A "Budget-Neutral" Funding Approach

A key feature of the bill is that purchases would be carried out under a budget-neutral strategy — meaning no direct burden on taxpayers. Options currently under consideration include:

  • Revaluing the US Treasury's gold certificates.
  • Tapping revenue from tariffs.

Significance and Context

The roundtable is being organized by The Digital Chamber and comes on the heels of Congress passing the GENIUS Act on stablecoin regulation last July. The development signals growing legislative appetite for building a comprehensive legal and policy framework around Bitcoin and digital assets more broadly.

With participation spanning Bitcoin miners, venture capital funds, and traditional financial institutions, the BITCOIN Act could become the next major milestone in the effort to legitimize Bitcoin and embed it into America's national financial strategy.
